Pakal HaZchuyot is a dedicated AI system developed by Certainty-Lab (Certainty Laboratory) to provide clear, accurate, and responsible access to rights for IDF disabled veterans. The system was designed to address one of the most complex challenges faced by veterans: navigating a dense, fragmented, and evolving regulatory landscape in moments when clarity and confidence are critical.
What Is Pakal HaZchuyot
Pakal HaZchuyot functions as a practical, always-available digital knowledge assistant. It translates official regulations, eligibility criteria, and rehabilitation policies into structured, understandable answers—allowing veterans to quickly understand their rights without legal expertise or prior knowledge.
An AI System for Veterans’ Rights
The system is built on hundreds of official documents issued by Israel’s Ministry of Defense Rehabilitation Division, including regulations, directives, eligibility frameworks, and policy updates. Each document was carefully mapped, structured, and prepared for AI use through a rigorous knowledge-engineering process.
Using a controlled Retrieval-Augmented Generation (RAG) architecture combined with semantic clustering, every response is grounded in verified, authoritative sources—ensuring accuracy, consistency, and trust.
Solving Complex Regulation with Responsible AI
Veterans’ rights regulation is inherently complex: eligibility depends on medical status, disability profile, service circumstances, and changing policy definitions. Pakal HaZchuyot was designed to manage this complexity without exposing users to it.
The system does not rely on generic chatbot logic. Instead, it applies a rule-aware AI framework that retrieves, cross-validates, and contextualizes information before presenting a response—reducing ambiguity and preventing misinformation.

From the user’s perspective, the experience is intentionally simple:

- Select a relevant domain (medical, financial, rehabilitation, etc.)
- Receive a clear, structured answer
The system does not require personally identifying information. Instead, it operates using a guided disability profile, created through a short, structured sequence of questions. This approach enables precise personalization while preserving privacy and dignity.

Human Expertise and AI System Design
A key factor in the system’s accuracy is the integration of deep human expertise. Avner Golan, Israel’s national expert on the rights of wounded and disabled IDF veterans, contributed extensive domain knowledge drawn from years of professional work within the IDF Disabled Veterans Organization. His input ensured real-world correctness, edge-case coverage, and alignment with practical veteran needs.
AI system architecture and intelligence design were led by Dr. Yiftach Golov, bringing experience from complex, multi-layered AI systems in sensitive domains. User interface and user experience design were led by Danny Zaks, focusing on clarity, accessibility, and reducing cognitive load for users operating in stressful or uncertain situations.

The project followed a structured delivery process:
